    How to add voice over video? As I know I need some video editing software. What exactly?

    Firstly, I need to know if you are using a mobile platform or a computer.

    No matter what device you use, you may be needing these - a voice recorder (any smartphone can do these days) , and a video editing software

    Speaking of video​editing software, there are lots of free ones available. Windows movie Maker on PC is a simple and straightforward solution, if on Android device, go for power director or any such app.

    Next step is importing your video and audio files and syncing them.
