background-color not displaying in IE9 (bootstrap 3)

I am using bootstrap3 for website. the background-color property not working in IE9 but working in other browser like chrome, firefox etc. reason i found that background-color define in other css file (red.css) when I place the background in main css (style.css) then it display. I changed the order of css define but no luck.
