I need to design a page with 2 rows and 4 columns panel with < and > on either side.

Clicking < and > should display if there are more or less panels.

Panel will have text and a link to menu. Clicking anywhere on the panel should open a simple modal dialog with some text.

Clicking the link to menu should open a popup menu containing links to various others pages which will be opened in a tab.

Any help would be appreciated.
