Forcing Unordered List To Wrap At The Same Page Width In Every Browsers

I have a single horizontal Unordered List in a responsive web page with even number list items. When the page width decreases below a certain pixel I would like the Unordered List to break in half and form two rows, and
the rows should contain the same number of list items.

I was able to make the Unordered List break and form two rows like I wanted in Chrome when the page width decreases below a certain pixel size.
The problem is, in Firefox the page width that causes the Unordered List to break is not equal to the page width that breaks the Unordered List in Chrome.

So if I set my breakpoints in my media queries based on what I see in Chrome, the Unordered List will only break at those breakpoints in Chrome but not in Firefox.
I have tried using CSS Reset to make it do what I wanted without much luck. Please suggest how to resolve this problem, thanks in advance.
